The International Maritime Organization (IMO) promulgated the International Convention for the Control and Management of Ships’ Ballast Water and Sediments (Convention), which places limits on the allowable concentrations of viable organisms in ballast water discharged from ships. Fundamentally, the Convention has a single objective, which is to prevent the spread of harmful organisms and pathogens (HOAP) by ballast water and sediments with the aim to protect the environment.
